Overall, initial foreclosure filings for July dropped 21 percent in the Lower Hudson Valley when compared to the same month a year earlier. The largest drop was in Putnam, with a decline of 30 percent while Westchester reported a 24 percent drop and Rockland reported a 15 percent decrease.
